Lakes College West Cumbria is seeking to appoint a dynamic and enthusiastic individual to complement our existing delivery team. The successful candidate will have completed a recognised apprenticeship in plumbing/heating, giving them a wide range of experience in the Plumbing sector along with the drive and passion to contribute to the expansion of the department as we strive towards becoming an outstanding provider of education and training.
You will be an excellent communicator, combined with advanced organisational skills and have the ability to work with people across a broad range of sectors. This role will compliment a strong existing team and build upon our vision for the future as we grow and develop our state of the art Construction Skills Centre.
Applicants must have an industry recognised level 3 qualification in Plumbing/Heating competencies or equivalent and must be ACS qualified. Experience and knowledge of renewable/sustainable technology installations will be advantageous for prospective applicants.
Not a qualified lecturer? No worries – the college will support you in-house through our outstanding teacher education department.

The impact of Brexit on future skills needs in the construction industry and the built environment professions.
Parliamentarians call on training overhaul to help ‘Build on Brexit’
Brexit could prove disastrous for the delivery of new homes and infrastructure unless transitional arrangements are put in place to allow the construction industry to easily draw on EU workers while it skills up a domestic workforce in greater numbers. The warning comes from a Commission of Inquiry of the All Party Parliamentary Group for Excellence in the Built Environment in a new report Building on Brexit, published today (July 12- 4pm) at the RICS in London.
The cross-party group of parliamentarians points out the perfect storm of an ageing workforce and more people leaving the industry than entering it which is creating a skills crisis even without Brexit. There are nearly 200,000 people from the EU working in the UK which we cannot afford to lose, it says. The report sets out a 12-point plan to deal with the impact of Brexit on skills and for modernising the industry to become more competitive and productive going forward.
The report is calling for:
  • Government to stabilise the existing workforce by ensuring existing EU migrant workers are able to remain in the UK and then putting in place transitional arrangements for a period of time so that access to foreign workers does not fall off a cliff edge. There are 194,000 workers from the EU – equivalent to the numbers needed to build 16 Crossrails.
  • Industry to get behind an overarching ambition to attract, train and retain a greater domestic workforce, with skills aligned to more modern ways of working.
  • Industry to step up to the plate and become future proof, more productive and enterprising by harnessing digital technologies and offsite construction.
To help boost training and the skilling up of a domestic workforce the report is recommending:
the formation of a single body to provide strategic oversight on training and skills at all levels and attracting new talent across the spectrum of the built environment, rather than just trades;
merging the apprenticeship levy and the CITB into one and the money ring-fenced so it is spent within the built environment to attract and train new talent with the skills for today and the future.
The report identifies that “The current system of having two levies is unviable and confusing. There also needs to be more flexibility over how levy money is spent,” Oliver Colvile, chairman of the APPG Group for Excellence of the Built Environment said: “Brexit presents huge risks to the UK construction sector and, as a consequence, to our ability to deliver the homes and infrastructure that we urgently need.
It is hard to overstate the importance of locking in construction to the heart of the industrial strategy and taking a proactive and comprehensive approach to the challenges facing the construction sector in mitigating the risks.
Professor John Nolan, chairman of the Construction Industry Council, which sponsored the report said “It is vital the industry skills up and modernises and we would suggest our recommendations are incorporated into the sector-deal agreement that is being drawn up between Government and the Construction Leadership Council as part of the new industrial strategy.” ENDS

10 July 2017 CIC Meeting in response to Grenfell Tower Disaster

Dear Member/Colleague

Further to my email on 7 July (reproduced below, for ease of reference), the general view coming back from members is that in order to carry out this crucial project effectively, CIC should appoint a project manager to oversee the post-Grenfell work for at least the next four months. Many members have come back to us to say that the secondment of staff time, from their organisations, is not going to be possible, at this time. We believe that it will difficult for us to drive the work along, effectively, on the basis of uncertain, borrowed time.

To help us finance this project and this additional resource, I am very pleased to report that the RICS has made an initial cash pledge of £10,000.

If any of our other members are able to afford a project contribution to this vital work, please let me know. We appreciate that budgets are tight and such contributions are not easy to make but given the important leadership already shown by the RICS, and the vital importance of this work to the built environment professions, we hope that others will be able to follow suit. Any contribution will be very welcome.  ENDS

04 July 2017 New government, new approach: the provider experience of changes to post- 16 education

All governments want the education system to deliver the skills that are needed to support economic growth. In trying to achieve this there have been countless changes to the provision of post-16 education, often introduced over a short period of time. This can sometimes be confusing and disruptive for both the providers and users of the post-16 education system. But with a new government in place, more changes will soon be on the way.
At this lunchtime roundtable discussion, hosted by CITB, we want to hear from Further Education providers about how they adapt to government policy changes, engage with employers and meet the needs of their local economy.
In particular, we would like to discuss the following topics:
  • In what ways could the links between post-16 education and the world of work be made stronger?
  • What are the problems with provision at a local level and what could be done to address them?
  • How do you cope with repeated government policy change as a provider?
  • How has a tighter funding environment affected provision?
  • How does competition within the market for post-16 education affect you as a provider?
The discussion at this lunchtime roundtable event will inform research on the future of post-16 education that will be presented to government.

For this role, a thorough understanding of the curriculum and qualifications structure is essential, as well as the ability to lead on quality improvement to secure excellent success and progression rates.  Experience of people management and sound knowledge of the current Construction environment is required to ensure staffing, employer and learner needs are fully met.

Candidates should be creative leaders with demonstrable experience of successful leadership and management.  The ability to motivate others whilst enthusiastically promoting the Department and its courses is essential for this post.

In addition to a full teaching qualification, candidates should hold a relevant degree or an equivalent high-level professional qualification.  This post may have a teaching requirement and therefore candidates will need to be fully qualified and experienced in teaching up to level 3 in a construction subject and must be able to inspire others with their practice.  Candidates should also be confident in implementing quality improvement frameworks.

At a meeting in London Sir Michael Lyons explained how he has been asked to consider designing a road map to deliver 200,000 homes by 2020. Several groups have been brought together to discuss land, planning and products/materials. In each of these sub groups the issue of a skilled and ready workforce was highlighted as the most important element to deliver such a target.

‘CG has created Apprentice Connect. This provides schools with an easy to access network of apprenticeship ambassadors. The programme gives students a real-life insight into the types of career opportunities apprenticeships can offer and helps schools to provide practical careers advice.
